Which of the following most accurately describes the problem?

TWO VEHICLES were granted on B licence by Metropolitan LA Mr. D. I. R. Muir in London on Wednesday to J. A. M. Davies, St. Albans, to carry muck and rubbish for Road Foundations Ltd., within 25 miles of base. The application had originally been for four vehicles and no customers were named.

Mr. D. W. Pie, of Toby Transport Ltd., said his company objected because it had 23 vehicles licensed to operate from Cambridge to carry dry waste within 50 miles. The waste was loaded in containers, ranging from six to 15 cubic ft. capacity, left at the site. When filled they were carted away for tipping. He produced a schedule showing vehicles were idle.

Toby Transport Ltd, together with Hatfield Transport Ltd. and St. Albans Sand and Gravel Co. Ltd. later withdrew objections to the application with the narrower conditions.

Registrations Drop; Provisional figures show that 20.769 goods vehicles were registered in May compared with 22,611 in the same month last year. Total January-May registrations: 94,621 (108,201 last year).
