• Scottish Licensing Authority Keith Waterworth is returning to his native Yorkshire as North Eastern LA, replacing Leedsbased Fred Whalley who retires next month.
Three years ago Waterworth, 49, became the first Englishman to be appointed Scottish Traffic Commissioner.
Waterworth is a civil servant by profession; he was clerk to the North West Traffic Area from 1980 to 1989.
