Which of the following most accurately describes the problem?

trailers must be fitted with brakes if the sum of the trailer's design axle weight exceeds 750kg or if the laden weight of the trailer exceeds half the towing vehicle's kerbside weight.

These requirements come into effect under the Road Vehicles (Construction and Use) Regulations 1986.
