Which of the following most accurately describes the problem?

THE CIVIL SERVICE categorises industry as senile, strategic or sunrise, according to George Turnbull, president of the SIV1MT. The British motor industry had, he said, been "classed as senile, ready for burial with or without dignity." Now Whitehall saw it as strategically important.

The classification of "sunrise" is, I presume, reserved for Japanese firms.

What I find slightly puzzling is George Turnbull's belief that although the industry's message is being put across more successfully to the (dreaded word) media, it is still not being properly appreciated by the public. How can one say that the Press and broadcasting services are receiving the message more loudly and clearly if they are not passing it on to readers, viewers and listeners?
