Which of the following most accurately describes the problem?

IT IS with regret that I note the many problems that have been experienced by operators of goods vehicles since the introduction of the tachograph under EEC Directive 543/69.

It would appear that many of the problems have arisen because of the magnificent array of exemptions to the aforementioned directive, which are sufficient to baffle the best of people in the transport industry. Surely it would be in the interests of all involved in the industry if the legislation in respect of which vehicles require tacho's and relevant statutory requirements and which do not, were put in plain English.

We all long for the day when documents such as the Construction and Use Regs are in a form which we can understand.
