Which of the following most accurately describes the problem?

ROUTE subsidies have been given a chance by Transport Secretary Tom King.

He has endorsed his inspector's recommendation that a pilot route subsidy scheme be tried after rejecting an appeal from a National Bus subsidiary, East Yorkshire, against the granting of a road service licence to Danby Luxury Coaches, of Hull.

Mr King also endorsed the Yorkshire Traffic Commissioners' view that the threat of consequential withdrawal of another service is no reason for refusing to grant a licence.
