He said the Confederation was very surprised by the amount of the increases and thought the DoE had handled the matter very badly by allowing the psv licensing system to run into deficit.

A DoE spokesman said that it was Government policy that fees should cover costs and although the accumulated deficit on psv licensing up to April 1974 had been written off this still left £3.6m accrued since then to be recouped.

But the Confederation do not accept this. "In the circumstances we do not think the industry should meet any .part of the accrued deficit," said its spokesman.

With the introduction of the new scale of fees the DoE will abolish the present 121/2p deposit on drivers' and conductors' badges. This will be returned when the licences are renewed.
