need for the "due date" principle which governs the issue of test certificates for heavy goods vehicles.
He told MPs last week that he was taking this step now that the heavy goods vehicle testing scheme was well established, and would propose modifications to the principle if they appeared to be advantageous.
The Minister said that the use of the "due date" — the last day of the month in which a vehicle was first registered or tested — facilitated the even flow of work at the testing stations, which in turn enabled the testing functions to be carried out at a minimum cost to the public.
