Which of the following most accurately describes the problem?

• An experimental "Wells Fargo special" coach service is to begin operation in the West Midlands PTA area next month, and the coaches could be carrying parcels and mail as well as passengers.

Mr Arthur Preece, managing director of Midland Mini-Coaches Ltd, of Castle Bromwich, Warwickshire, said: "We have been granted a temporary licence by the West Midland Traffic Commissioners and are preparing timetables. We are planning to run a versatile service and will consider carrying anything which might help to make it pay."

The service will operate over a 21-mile route from Furnace End to Water Orton statiOn' where commuters can catch trains into Birmingham. It will cover an area where Midland Red bus services have been axed and railway stations closed.

Meriden rural council has agreed to subsidize the service for a year up to £2080, although it hopes that half of the subsidy will be met by a Government grant.
