Which of the following most accurately describes the problem?

• Mr Ken Jackson, TGWU national secretary, commenting last week on Britain's stated intention to adopt an 8-hour driving day if the UK joins the EEC (CM July 23), said the Continental regulations were "impracticable and stupid".

The union is reported to be making strenuous efforts to change the international rules and the International Transport Federation is to be asked to adopt the TGWU recommendation for an initial limit of 10 hours on the total working day—lowered to nine hours at a later date.
