Which of the following most accurately describes the problem?

• As from 26 July additional types of heavy vehicles such as locomotives, dump trucks and engineering plant are allowed to travel on motorways subject to their being capable of attaining a minimum speed of 25 mph unladen on the flat. The necessary Order (foreshadowed in CM July 9) has now been passed by Parliament.

Locomotives are motor vehicles with an unladen weight exceeding 7itons, not designed for carrying a load but used mainly for towing trailers. Until now, they have been allowed on motorways only for the conveyance of "abnormal indivisible loads", such as generators, big lengths of piping or to tow broken-down vehicles.
