Which of the following most accurately describes the problem?

OADSIDE checks by 19 Ministry examiners on A7, A8 and A9 on the outskirts of Edinburgh recently, resulted in immediate prohibition notices for 34 mit of 314 vehicles stopped. About half the total vehicles examined were given delayed prohibitions, and an examiner was quoted as saying : "Things seem to be getting worse instead of better. For example, we warned a fleet operator in February about the condition of his vehicles and in March the whole fleet was banned. They were repaired, but last week we had to ban the lot again."
