Which of the following most accurately describes the problem?

• Parcelforce admitted this week that many of the 700 "new jobs" at its planned £100 million hub at Coventry Airport may be filled by staff transfers from other operating centres, which could be scaled down or even closed.

A spokeswoman says: "We can't say exactly what will happen because the new hub will not be up and running for twoand-a-half years, but it is likely that many of the jobs will be offered to current staff."

Parcelforce estimates that around 200 drivers will be needed at Coventry but admits that most of these jobs may be taken by current Parcelforce drivers switching from other areas.

The new hub, intended to deal with the increasing volumes of express parcels business, will be the largest in Europe.
