Which of the following most accurately describes the problem?

• I have been following with interest the arguments for and against the new speed limits for HGVs and PCVs. From my own experience driving around the UK I feel that the majority of HGV drivers do observe the current limits, given a mile or two here and there. However, I am not so sure about PCVs.

But what really concerns me, and what never seems to be mentioned, is the immunity which appears to be enjoyed by another group of commercial vehicle users — light van drivers.

I have ceased to be amazed by the number of these vehicles which pass me on motorways at speeds well in excess of 70mph. They come in all shapes and sizes — builders, electrical contractors, plumbers, satellite and communications engineers, mail order couriers — you name it, they all do it with cavalier abandon. Well, everyone else does it so why shouldn't they?

There should be more effective policing and enforcement of these offenders who are not subject to the same strict controls on their operations as those poor devils desperately trying to earn a living.
