Which of the following most accurately describes the problem?

THE GREATER London Council was being asked this week to oppose the White Paper proposals for heavier lorries.

Transport committee chairman Dave Wetzel recommended this action on Tuesday, and urged the council to join forces with other local authorities to bring its views to the Government's attention.

Commenting on the White Paper's proposals to bring in increased weights and dimensions at an early stage, but to leave environmental improvements to a longer timetable, Mr Wetzel said: "This seems to seriously underestimate the public's overwhelming concern that the near intolerable situation has continued to deteriorate."

The council wants clearly defined legal emission standards to be laid down, and Mr Wetzel added: "To allow one to proceed without the other is to destroy any public bargaining power in a situation where Governments have been notoriously weak."
