A TELEVISION campaign to encourage greater use of seat belts is being run until February 21 in advance of the compulsory introduction of seat belts.

Transport Secretary David Howell said last week that the campaign, modelled on similar ones run in Australia and Sweden, is intended to increase seatbelt wearing from the present 30 per cent level.

The 1981 Transport Act includes provision for compulsory seat-belt use, except for users of vehicles for goods or mail which are making local deliveries, for drivers while reversing, and for holders of medical certificates which advise against wearing seat belts.

In addition, Mr Howell wants goods collection put on the same basis as delivery, and for exemptions to apply to fire, police, and prison officers in certain circumstances.

A debate on the regulations will be held after February 9, when the consultation period for the detailed proposals ends, and, if approved, they will remain in force for three years.
