Which of the following most accurately describes the problem?

The threats of the Bradford Corporation, with which amazing proposals we have dealt for several weeks past, have resulted in the prompt initiation of steps to enable local owners to hold their own more assuredly in the future. We announced the time and place of the intended joint meeting in our last issue (page 450 ante), and we now publish (page 476) the text of the convening letter which went out to West Riding owners on the 22nd inst. The Editor is naturally most ready to help further in these efforts to establish concerted action, and it goes almost without saying that this definite stirring-up of interest must react very favourably upon the forthcoming Manchester Show. Our second advance notice of the forthcoming show is included in this issue.

It looks as though the West Riding were about to follow the excellent lead of owners in North and East Lancashire, to the proceedings at whose annual dinner of Saturday last we refer at length elsewhere in our pages, by combining into a local association.
