Which of the following most accurately describes the problem?

MAN has traditionally been AFS's marque of choice but the firm is now also beginning to run Mercedes-Benz, says AFS Haulage transport manager Chris Small. An Actros unit has just been bought. "It was so good on fuel, it was too good not to have." Half the fleet is owned and half is on contract hire. AFS has a workshop, which, Small says, "concentrates on safety checks, servicing and lubrication". Some 50% of trucks are maintained in-house, and the rest are outsourced. "If we did 100% of the servicing: we would need bigger premises and more staff, which would not always be utilised."
