Which of the following most accurately describes the problem?

More Roads diesel • Roads, the Winchesterbased hauliers co-operative, has extended its network of diesel bunkering facilities to 14. The latest site is at Poplar Truck Stop at Lymme in Cheshire which is just off Junction 20 on the M6.

The service is only open to Roads members. Annual membership is £25 per year and according to Road's managing director Dave Allen, substantial discounts on diesel purchases can be achieved by using the scheme.

There are now 1,500 Roads diesel credit cards in use — Roads members can have any number of cards.
