Which of the following most accurately describes the problem?

A Swansea operator's licence has been revoked following allegations from the DVLC that cheques presented as payment for excise duty had bounced.

South Wales Licensing Authority Ronald Jackson heard evidence that Emway owes £1,465.50 to the 11)1ILC and since 1983 other amounts have had to be written off.

Stephen Salway. who signed the cheques on behalf of Emway and D&W Commercials, said that Emway had never run vehicles without excise licences and although the duty had sometimes been late it had always been paid eventually by bankers draft.

He added that the company was owed more than 00,000 by two customers but admitted that he had "no answers, no money, and that was it."

Revoking Emway's three vehicle licence, Jackson concluded that the company was not of appropriate financial standing and Salway was not of good repute. having submitted cheques to the DVLC that he knew would not be honoured. ,
