Which of the following most accurately describes the problem?

THE NEW Covent Garden Market took a step nearer to completion last week when representatives of the Market Authority, the GLC, police and RHA checked with two maximum-length artics that vehicles could safely negotiate the entrances and exits and the internal roads of the Market.

The only modification to be carried out as a result before the fruit and vegetable section opens on October 14 is to move a traffic island at the main entrance in Nine Elms Lane.

The Authority is in the course of producing a map of the surrounding area showing suggested routes to the Market.
