Which of the following most accurately describes the problem?

AGRICULTURAL haulage vehicles should be exempted from the proposed route restrictions on heavy vehicles, Mr Lindsey Mason, chairman of the National Farmers' Union commercial and transport committee, is to tell the Government.

Said Mr Lindsey: "The plans set out in the Government's consultative paper would increase costs and raise food prices."

The union considers that the proposed route restrictions would disrupt the collection of milk and produce from farms and the delivery of essential agricultural requisites, such as fuel, fertilizer, and feedstuffs.

The proposals state that heavy vehicles of more than. 24 tons laden weight and/or more than 12 metres long should be restricted to the proposed national system of lorry routes.
