Which of the following most accurately describes the problem?

To get the better of the Taxman is a feat in itself. To do it with the help of the Ombudsman is such a tour de force that the tale of how it came about merited a double-column headline in last Friday's Daily Express.

It seems that York Trailer, Corby, received a tax refund as a result of transactions with its Canadian parent company. But the Inland Revenue took so long to process the deal that in the meantime the £ was devalued, reducing the expected cheque by some £6,000.

Arguing that it shouldn't have to carry a loss caused by Civil Service procrastination, York complained to its MP, Sir Geoffrey de Freitas, and he contacted Sir Edmund Compton, the Ombudsman, who ruled that the loss must be made good.

Pundits at Corby are saying: "Now is the winter of our discontent made glorious summer by this sum of York".
