Which of the following most accurately describes the problem?

To judge from the number of examples, air-cushion machines exert a special fascination for road transport men. One who has just come to my notice is Cecil Blankley of Colsterworth, near Grantham, Lincs, who runs the local Gem coach service. For the past 18 months he has been busy on hovercraft, and a machine which he built from spare parts took second and third prizes at the Apethorpe rally recently. Now I learn he is working on a more powerful model with which he has plans to challenge the world speed record for light hovercraft, which is 49 mph.
