Which of the following most accurately describes the problem?

• Nineteen member countries of the OECD are to participate in a new co-operative venture into road research. Under an initial three-year programme, participating countries, through their national research centres, will help in a common study of three problems of growing economic and social concern —road building, traffic planning and road safety. These centres also contribute to an international scheme for documentation and information on research in progress in the entire field of road research.
