Which of the following most accurately describes the problem?

• A new maintenance depot for the IL J. Cutler fleet was opened by Maj. Gen. A. F. J. Elmslie, the Licensing Authority for the South Eastern traffic area, in Poole, Dorset, on Wednesday.

It was decided to build the depot, in Dawkings Road, Hamworthy, because the old Cutler depot was only large enough to handle two vehicles at a nine. The new building—its cost has not yet been estimated but it contains new equipment costing £2,000—will house six vehicles side by side at any one time. This was large enough, said Mr. Cutler, to cater not only for the Cutler fleet but also to provide facilities for those small local hauliers who do not have adequate provision for maintenance. Arrangements had, in fact, been made with two such operators before the opening of the depot.

Maj. Gen. Elmsfie described the depot as the kind of facility he hoped many would find worth while building. He was, he said, very impressed by the spirit of co-operation which existed in the area and felt that this "cannot but be for the public good". He took the opportunity of appealing to hauliers to give more support to the voluntary testing of heavy goods vehicles. It had been arranged, he said, to set a good standard of maintenance. At the moment, however, hauliers were not co-operating as it had been hoped they would.
