Which of the following most accurately describes the problem?

• Key feature of the much-needed Midland Link Motorways scheme, the multi-level interchange at Gravelly Hill, Birmingham, is shortly to begin taking shape. Mr. Richard Marsh has accepted the E8,183,790 tender of A. Monk and Co. Ltd., for the construction of this three-year project which will form the southern extension of M6 between Dunston, near Stafford, and M1 at Catthorpe, Leics.

On the free-flow system, with 18 different vehicle paths, the complex will also provide connection between M6 and the A38 Birmingham-Sutton Coldfield trunk road as well as giving direct motorway connection between M6 and the Birmingham City Council's Aston Expressway, for which Mr. Marsh has just granted almost E8m towards the £12m estimated cost. The Expressway, a 11-mile long urban motorway, will link Gravelly Hill directly with Birmingham's inner ring road.
