Which of the following most accurately describes the problem?

AFTER a four-day hearing at Leeds, the Yorkshire Traffic Commissioners last week rejected the main points of a four-part scheme for concessionary excursion fares submitted by Wallace Arnold Tours Ltd. and associated companies.

Application had been made for permission to introduce cheaper fares at certain periods on excursions starting from Leeds and Bradford. The .main objector was Ribble Motor Services I.td.

Mr. F. S. Marshall for Wallace Arnold, contended that many people could not afford to travel at existing rates but would go on excursions if inducements were offered, which would create traffic to the benefit of the industry and public. For Ribble. Mr. R. D. Sutton said if the application was granted it would take away traffic from the express services.

The Commissioners granted permission for a limited period—up to February 28. I965—for the firm to operate excursions at a 25 per cent reduction on Mondays and Fridays only. The concession would apply only to excursions costing 8s. 9d. and above, and would not be available for the resorts of Scarborough. File)'. Whitby, Blackpool and Morecambe. Restrictions would also apply during holiday periods in August.
