1ANINTAIN1NG that at least threequarters of the economic difficulties of Leeds Transport Department was caused by the lack of staggered hours, Ald. John Rafferty, chairman of the transport committee, said last week that he was weary of trying to impress this upon local industrialists responsible for the employment of a large percentage of the population.

By not agreeing to stagger hours, Leeds industrialists were materially responsible for the department's financial hardships, he stated. Since January, 1955, costs had risen at the rate of £540,277 a year. These could not be met other than by fare increases unless those who could help to reduce peak-hour traffic would do so.

Because of the morning and evening peaks, the department's fleet was in full use only two or three hours a day. There was now comparatively less midday traffic, as people lived farther from their work and did not go home for lunch.
