Which of the following most accurately describes the problem?

3.5 and 7.5 tonnes gross, should our vehicles—under 3 tons unladen but over 7.5 tonnes laden—bear a reflective plate at the rear?

The 3.5 and 7.5 tonnes standards refer only to the minimum ages of the drivers and the classification of the driving licences they must hold to drive particular vehicles. There has been, as yet, no change in the 3 tons unladen criterion for the classification of vehicles. Therefore your vehicles are still classified as "motor cars " for the purposes of many other regulations and as such need not be fitted with reflective plates.
