Which of the following most accurately describes the problem?

THE Road Haulage Association is urging its members to protest to the Greater London Council over the proposals to keep lorries over 40ft-long out of London at night.

"A potential danger," said a spokesman, "is that the highway authorities throughout the country might copy the example of the GLC. Unless any member, irrespective of the degree to which he may be affected, acts promptly one more dangerous scheme is likely to become law."

The RHA has already lodged its own objections to the scheme and in a statement it asks that any member likely to suffer particular hardship because of the night ban should write to the GLC Freight Unit, County Hall, London SEl.
