Which of the following most accurately describes the problem?

Bent on improving their image, Glasgow busmen are reported to be about to launch their own news sheet for public consumption. The first issue, due out in June, will have a 100,000 circulation. It is being published by a co-ordinating committee of shop stewards. Now there's a thought. I wonder if Jack Jones knows his lads are branching into a new non TGWU activity.

Whether the means is correct is not as important as the end. The busmen are apparently tired of being blamed by passengers for increased fares and deteriorating services. They now want to mobilise passengers in their fight against service cuts. Well, that makes a change from immobilising them with strikes.

What intrigues me is who they will blame. No doubt management will take a knocking, they usually do; it will be surprising If vehicle manufacturers don't get some stick over after-sales service. But perhaps they will both be given the right to reply. These Glasgow men are not only fare minded, but very fair minded.
