Which of the following most accurately describes the problem?

ONE-TIME BRS driver Mr Brian Hayward has been appointed managing director of National Carriers by the National Freight Corporation. His appointment seems to suggest that speculation about the future of NCL has been ill-founded. There were suggestions that it would be merged with Roadline, returned to British Rail —where it was once BR Sundries Division—or disposed of entirely. NCL has been losing money since its formation and last year it was reported to have lost £14m. Mr Hayward is the first md of the company who has not had a railway background.

He is to succeed Mr Richard Teager who is moving to the post of deputy director of corporate planning at the NFC. Mr Hayward is the current managing director of Southern BRS.
