Which of the following most accurately describes the problem?

THE raised ramps being built alongside motorway hard shoulders are observation platforms for police patrol vehicles.

Dr John Gilbert, the Minister for Transport, said in the Commons that they had been devised at the request of the police, and after a trial on M3 it was decided at the end of 1974 to go ahead with their provision.

The platforms, said the Minister, were spaced between five and 10 miles apart, were situated behind the hard shoulder, above carriage-way level and were clearly visible.

It was not considered that they, or their use, constituted a danger to road users.
