Which of the following most accurately describes the problem?

• A company applying for an 0 licence in Glasgow last week appeared to have been operating for nearly a year without authority. This was indicated by the Scottish LA, Mr A. B. Birnie, when Ranco Motors Ltd of Uddingston was applying for a licence for five vehicles and four tractive units. It was stated by Mr Richard Hadlow, the transport manager, that it was proposed to continue work done formerly on a C licence by the same vehicles. This raised the question of authority for use of the vehicles in the period since expiry of the C licence and from the evidence available it appeared that no formal application for transfer had been made. Mr Birnie asked the company to investigate this at once and advise his office in writing and he would then consider what action he would take on the company's application.
