Which of the following most accurately describes the problem?

• Mr John Peyton, the Minister for Transport Industries, told MPs this week that he is ready to give financial help when bus priority schemes are set up in urban areas, "The initiative must be with the local authorities", he said, "but I attach great importance to helping bus services in this way and I am prepared to make infrastructure grants available. The normalrate of grant will be 50 per cent on the cost of road works and traffic signs but certain principal road schemes will rank for 15 per cent."

Mr Peyton pointed out that, to be eligible, local authorities would be required to spend £5000 or more on bus priority schemes in their area in the financial year concerned.
