Opposition spokesman Mr. Thomas Galbraith said it was thoroughly unsatisfactory for the Minister to take the " kudos" for appointing a well-known figure to carry out the investigation and then, by. making him a civil servant, muzzling him so that nobody knew what advice he had given.
