Which of the following most accurately describes the problem?

Surprise was expressed by Mr. T. D. Corpe, appearing for the Bristol Haulage Co., Ltd., which applied to the Western Licensing Authority for a licence renewal in respect of 92 tons 8 cwt. unladen weight, when he found that the railway companies were objecting to the application.

Mr. Corpe observed that the railways withdrew their objection when the company applied for renewal in respect of 95 tons 8 cwt. unladen weight • in February last. It seemed extraordinary that when a revised application, which showed a reduction, was put in, the railways should again object. He pointed out that three vehicles were being replaced by five smaller units.

MI, M. L. Dix, for the G.W. and L.M.S. Railway companies, said that although carrying capacity would be decreased, the vehicles would be able to do more work.

In granting the application, Mr. A. F. Nicholson said that he could see no good reason why it should be refused.
