Which of the following most accurately describes the problem?

• Fitter Michael Shields, an authorised vehicle examiner, has been given a suspended threemonth sentence and fined i1100 with £230 costs for selling MoT certificates.

Shields was working for Mills Garages in Darlington when the offences occured. Ile admitted theft, forgery and obtaining property by deception and asked for 37 offences to be taken into consideration.

The Vehicle Inspectorate tells Workshop that such cases are rare. Under paragraph 39 of the Vehicle Testers Guide the power exists to 'disqualify testers and withdraw a garage's MoT authorisation.

In 1989/90 a total of 485 testers were disqualified and 79 stations had their MoT authorisation withdrawn. This compares with 405 testers disqualified and 97 garage authorisations withdrawn in 1988/89.
