Which of the following most accurately describes the problem?

• Hauliers going to Spain may have to wait weeks for an international permit, warns the International Road Freight Office, because of a higherthan-expected demand for permits following a modest increase in Spain's quota in July from 14,000 to 14,500.

The IRFO says it is waiting for Spain to print the agreed extra permits, but they may take up to three weeks to arrive.

Several hundred hauliers are waiting for Spanish permits. Other operators should return used permits urgently, says IRFO. They can be sent to Spain and new ones issued.

Otherwise, hauliers should try to use non-quota permits, which the IRFO says it has a good supply of. They cover perishable goods or loads transported by sea. IRFO will allow firms to apply for these on quota permit application forms, and it hopes to meet its Spanish counterparts in autumn to press for further increase in permits.
