Which of the following most accurately describes the problem?

/The PSV licence of Pencoed-based Morris Travel has been cut by South Wales Traffic Commissioner John Mervyn Pugh from 20 vehicles to 16, and the duration reduced to expire in July 1991, instead of 1993.

Prohibition notices, and convictions for the operation of an unauthorised shuttle service, had led to the appearance of the company at disciplinary proceedings in June. They were adjourned while certificates were obtained from outside contractors stating that

111111k, each of the company's vehicles would pass MoT tests. (CM 21-27 June).

Mervyn Pugh said that direc tor and transport manager David Morris, a leading member of the Bus and Coach Council in South Wales, had been quick to criticise him for giving chances to certain people. But he pointed out that Morris Travel had been given another chance in 1988, and yet was before him again.

Morris said there had only been one prohibition in the past 10 months.

Cutting the licence, Mervyn Pugh said that for the time being the company could only operate the 12 vehicles for which certificates had been produced.
