• North Eastern Deputy Licensing Authority Brian Homer has given notice that the Traffic Area is cracking down on the unauthorised parking of vehicles and trailers in residential streets, laybys and other places.

A total of 15 operators alleged to be in breach of Section 69A of the 1968 Transport Act in relation to the parking of their vehicles, appeared before the DLA at a Leeds public inquiry. They were: Charles Alexander & Partners (Transport); A&A Haulage; Dependable Services (Rental); Anchor Export Services; Airbath International (UK); JWQ Transport & Storage; Rob Cowan Haulage; FEN Townend; D Liversidge Transport; WGA Robinson (Express Haulage); H&J' Haulage; F Ball & Sons; Neil Dobson; Edward Excavations, and Havercroft Transport.

Homer said that there was considerable concern about the amount of illegal parking at places other than the authorised operating centre. There had been a lot of complaints from the public on environmental and safety grounds. If the practice did nol cease, operators would face prosecution, disciplinary action against their licences, or both. The provisions of S69A were quite clear: the 15 operators before him had not parked vehicles in accordance with their licences.

Homer said that if a vehicle was away from base he would regard that as not contravening the Act.

However, if it was homebased he would expect it to be parked at its designated operating centre at all times.

Taking no action against any of the licences, other than to issue a severe warning about future conduct, Homer made it clear that stronger action would follow in the future if his warning was not heeded.
