Which of the following most accurately describes the problem?

• Track 29, British Rail's new overnight freight service, has named several hauliers who will operate as agents responsible for sales, collection and delivery.

London's four agents include Pacemaker Transport and the Mays Group. The others announced are Danskin Distribution, Edinburgh: Freightspeed, Manchester; Harlequin Transport, Derby; Vital Link, Bristol; Plex Freight, Birmingham; and the Premier Group, Exeter.

A total of 30 hauliers will operate as agents in 29 towns, using 80 Track 29-liveried vehicles — 3.5 and seventonne box vans, Most of the freight will be medium-sized, high-value products such as electronic components.

BR's aim is to compete directly for the 300 million tonnes of overnight freight carried each year — mainly by road. It believes this market is worth £3,000m annually and is growing at 25% a year.
