Though there have been riking improvements on :ottish roads over the past 20 !ars, says the report, impor tant highway schemes have been deferred despite assurances that new roads to support the North Sea oil development would be exempt from public spending cuts.

Other schemes have not been progressed as quickly as they might have been either, notably the M96M-876 link.

In many regions, smaller but essentially important routes still need to be brought up to modern standards. However, cutbakcs since 1973 have seen these deferred or not scheduled.
