Which of the following most accurately describes the problem?

DESPITE the request from Mrs. Barbara Castle, Minister of Transport, that bus undertakings should not apply for fare increases during the next few months, Kingston-upon-Hull Corporation Transport is to push ahead with its application for an increase.

This increase would be achieved by discontinuing the weekend and Bank Holiday surcharge which has not raised the expected amount of money and making the basis for ordinary fares 3d. for the first half-mile, plus Id. for each additional half-mile stage, involving the readjustment of fare stages.

The deputy chairman of the transport committee, Aid. W. E. Body, stated last week that the application was put in some time ago. The undertaking would go through with it and then, if the adjustments were approved, decide whether to apply them or not. Date for the application to be heard is September 6.
