Which of the following most accurately describes the problem?

Al application by J. H. Birtwistle and Co. (Manufacturers) Ltd., cotton spinners and manufacturers of Haslingden, Lancs., was withdrawn last week before the public inquiry opened.

The company was seeking anew B licence for a van and a platform lorry totalling 6f tons unladen to carry "finished cotton goods and yarns, Leicester and London areas". One of the vehicles is already specified on a C licence.

The application had been opposed by British Road Services and British Railways and was listed for hearing at Preston.
