Which of the following most accurately describes the problem?

• Italian police have been accused of Euro-bureaucracy after arresting a British lorry driver for displaying a GB sticker that did not feature the 12 stars of the European Community.

Oxford-based haulier Reg Judge was arrested by Italian police outside Bologna on 19 August for failing to display a European plate or speed stickers— but these are not offences under EU law.

Judge had his driving licence confiscated and was fined 11,75,000 (C28). "The Foreign Office has lodged an appeal and told me not to worry," he says. "I'm not going to pay.

The Road Haulage Association says: "This 'Star Wars' incident is a case of Eurobureaucracy gone mad. The EU is supposed to bring nations together, not tie them down in a sea of red tape."
