Which of the following most accurately describes the problem?

THE TINKERHILL section of the main Belfast-Newry road is to be upgraded to dual carriageway standard at a cost of £1.6m.

The 1.5-mile section between Loughbrickland and Newry is the latest of a number of sections of this trunk route to be upgraded. The road carries 7,500 vehicles, of which 16 per cent are lorries.

In announcing the plans for the upgrading, Northern Ireland Environment Minister David Mitchell said: "We now need to give a higher priority to adequate maintenance of existing roads; but I am also determined to ensure that our standards remain among the best."
