Which of the following most accurately describes the problem?

THE LABOUR Party came out in total opposition this week to increasing maximum lorry weights to 40 tonnes.

At their Party conference in Blackpool this week, delegates supported Labour's new transport policy drawn up with the Trades Union Congress.

National executive spokesman Russell Tuck told the conference: "We will not have it anywhere near British roads".

And he said that some of the existing heavy lorries would be banned from going into city centres. Their loads would be broken up and transferred to smaller lorries in order to avoid destroying the quality of life in cities.
