Which of the following most accurately describes the problem?

BECAUSE a business partnership between two Cardiff men has been dissolved, the men will not now appeal against a refusal by the South Wales Traffic Commissioners of their application to run bus excursions and tours from Llanrumney, South Wales, to nearby resorts.

The two men, Mr. Raymond Prance and Mr. George Hutchings, had their B76 first application refused in January of this year. A second application, made in June, was also refused, and an appeal against this latest refusal was due to be heard on Tuesday.

The June application was opposed by Western Welsh Omnibus Co. Ltd., Red and White Services Ltd., British Railways and the Cardiff Corporation transport department.
